Even if he connected all four with 2" pipe, it's still a dangerous design. If a lateral force is applied, those uprights will lean over and rip the welds from the base legs.

When he says it "holds pressure" what does he really mean? A cylinder under load could lose a teaspoon of oil and only move very little. Yet that teaspoon of oil will make quite a mess.

What is it that you are torquing? If it's something of high value and precision, do you want to trust it to a cheap torque wrench? If it's something that your life, or the lives of others, depend on, do you want to trust that to a cheap torque wrench? If it's neither of those, then knock...

It would help if you told where the fluid is leaking from. And since you're describing something different than a bottle jack, photos of the system (showing where the leak is) would be even more helpful in diagnosing your problem.
