^ yeah, that will def make your brakes hard.
that's your check valve, and the line that connects is the vaccuum line. without constant vaccum your booster has no way to generate any power to assist your braking. Replacement check valves are available. i would recommend replacing it before...
If I recall correctly, the proper method of checking the fluid level in the transfer case is to stick your pinky finger in the fill hole and see if you can touch oil...

I would suggest draining out some of the extra fluid and see if that fixes everything. These transmissions are usually very robust.
cleanest way might be to disconnect a hose at the transmission cooler input and drain into a 5 gallon bucket as the truck idles.
i've got a late 69 with a beat up OEM carb. upgrading to something newer would be nice.

This is really the only mod i regret spending money on. I got this same Jegs can, and it's so over priced. the plastic cup cracked and started leaking within 3 months.
I just threw it all in the trash and was like. Welp, i guess I'll clean out the manifold at the next HG change. 🤷♂️
I had a similar issue some years ago which ended up being a cap wire that came loose and was providing an intermittent connection.
Replacing it was easy, but the unburnt and partially burnt gas ended up melting my Catalitic converter, and blew out my exhaust gaskets. Not sure if that's still...
