I did some prowling on the Va state police website and found nothing regarding bumper depths, only heights.
Unless you go way over the top and cover up safety devices, I don't think you'll have a problem adding some depth.

I'm not sure there is a number set on that. I know there certainly are ground to bumper numbers. Take some measurements from some utility body work trucks if you come across any- I've seen plenty here in Va that easily stick out 14" from the rear box panels, which is plenty of space for storage...

It is part number 20 on this diagram. I tried working around it in my attempt to pull the intake/exhaust manifold. My big hands and limited tool selection didn't allow me access, so I decided o remove it. I soaked the nuts multiple times with cleaner to free them up, and everything was fine...

Update- I have replaced all of the vacuum lines, fuel filter and air filter. I checked the idle solenoid on the carb and it clicks when it should, so I am ruling this out. No change in idle speed with carb cleaner sprayed at carb base, but there is a noted- not drastic- change when sprayed at...
Okay, so all of the vacuum hoses have been replaced with the exception of the three that run along the carb on the engine side of the carb. When started and given gas the truck runs well, which it was not before. It still idles roughly @ 600 RPM, bouncing in a rough idle until it dies.

I also have another question- I am half way through the hose swap, nothing has changed yet. By chance I dropped my knife and noticed as I picked it up that the seam on my muffler is blown wide open leading me to wonder if back pressure could cause this- or lack thereof I should say.
