You’re right, just pulled the dust cap and the C clip was just sitting stuck to the end of the stub with grease. What could of caused this?

There’s two washers, one for each side. Not 2 for each side like the diagram shows. Try a different parts source, mcgeorge didn’t show the washer at all either.
