LATCH isn't any more secure than installation with a seatbelt. In some cases it's a bit easier to install, but when properly installed, they're both effective. I wouldn't buy a new one just for that.
Only if the seller is paying for the diagnosis. Don't spend your money paying to have problems diagnosed on a truck that belongs to somebody else. The PPI did its job and turned up the problems.

When I got them, and this was about to years ago so things may have changed, the Nittos were less expensive than BFGs. The Coopers were actually my first choice, but were even more expensive than the other two.
I'm in something of a minority, and haven't had great luck with BFGs. Performance was fine, but lifespan was not. I don't think either set I had lasted much more than 20k miles or so. Most recently I've been running Nitto Terragrapplers, and those have had similar performance and are wearing better.
I have OME torsion bars, springs, and shocks with no extra weight. It's firm, but fine for the most part. It does ride better with a few extra people or a bunch of weight in it though.
$750 is lower than I've been hearing for this area. Does that include water pump?
Mine is waiting for parts to come in, but should be done later this week. Total with water pump is around $1k.
