I noticed today on my '97 LX450 that my passenger side tie rod is not sitting flat against the steering arm, it seems to be twisted with a 1/4" gap on one side. Is this normal?

I got the clip off, but it seems like the back plate is lodged in there from me pushing down to get leverage on the clip. Should I apply pressure on one side to pop that cap up?
On my '97, on the power steering inlet banjo bolt, it looks like there is a plastic sleeve around the outside. The union bolt broke loose, but even with a wrench on it, I can't get the banjo bolt free. Does this sleeve need to come off?

I changed my front O2 sensor yesterday on my 97, and then disconnected the battery to reset the CEL. When I drove the car it drove a bit sluggish and then the CEL came back on. The code came up 0125 which in generic terms is "coolant temp to low to close fuel loop" What is this??? I drove it...
