My original 1975 instrument cluster - the odometer stopped working ( well the 1/10’s work).
On my 2nd aftermarket KPH cluster - both 50 amp meter burned out. Temporary- on the 2nd one - I did a hatchet job and installed my old 30 -amp meter - but that’s not a long term solution...

Well. That ballast may have degraded and maybe creating too much resistance.
The manual has the resistance value. If you need me to look it up- I will.
5volts seems low to me, and if true likely your issue.
Test the resistance between the distributor case ( ground) and the negative side of the battery - should show as a short.
What does the battery voltage drop to when under a load when starting - if below 10.8 volts - that’s not good for the battery. Make sure that the battery is charged before you try to start the engine.
On the battery side one the ballast - you should have the same voltage as the battery.
