It looks like the orginal charcoal vents outside the filler neck. Pulling it apart it gives me a good idea of building a small enclosure to keep the filter out of elements.

@TeCKis300 For those who are installing a 40gal LRA tank I can confirm that these pads DO NOT need to be cut off. I don't know if that is because of an updated tank design or if the 40gal tank has always been sloped right there to completely miss those brackets. Just thought I would throw is...
