most likely unmetered air entering your system... or at least that seems to always be where my problems lead me back to with my '92.
Check your lines for condition & routing following the sticker on the underside of the hood.
Before replacing most of mine were cracked, or not fitting snugly on...
Hitting low 90's here - seems like the truck is running more sluggish than usual & the speedo is doing that thing where it says I'm doing 70 in a 30.

I'd check all the vacuum lines & routing- a bunch of mine were cracked on the underside.
Though because you're de smogged you've got about 80% less to replace.
could also be fuel filter/ pump? I have yet to do those on mine.

Have you looked into SUPs?
They take up a less real estate in the garage are easier to fish from & you both could get one and have one dog on board with you. or tandem & tow your dogs.
the stockton/ sac area craigslist pages have been pretty empty as far as cruiser stuff goes so if they're dumb enough to post it in the same area I think they'll be pretty easy to spot.
mine is the same way, almost runs better when the light was on- not sure if the engine is running rich when the light is on?
I've never seen anyone else with a 3FE and it sounds miles better from when I bought the truck so I just figured that's what it sounds like.
charcoal can was super easy for me- and I haven't done 90% of what you've done to your rebuild.
mine was hissing for like 20 seconds when I gassed up. I'd get some big pipe clamps or metal zip ties because I've replaced my plastic ones x2 now in about 2 years.
