I have a TJM similar to the ARB and dont believe those are used in the mounting of the bumper. Since you have a welder you could probably cut those off, put them in a vice and get them back to reasonable shape and then reweld them back on.

I only saw a small green square fuse on the passenger side fuse panel. It said it was for the VGRS. Is that the one you were referring to?
