If you offroad in the sticks, some can provide radiator protection but if not they can be Overkill. You should consider just modding a stock grill for your needs. Look at the custom jobs people do in the 80 lc section . Can be done cheap and look nice if you take your time.
 
Well Personally I am going to mod my current factory grille with wire mesh (Hex shape probably) that i get at Lowes and make some brackets and holes for 3.5" fog lights. after primer and paint I bet I will be well under 100 dollars. plus whatever i pay for fog lights.

If you weld, i am sure you can make a much nicer bumper for the money than what I see out there. Most aftermarket bumpers i've seen put way to much stuff on there when I need it to look simple, clean and hold winch and turn signals.
 
Another thought. I know some people replace the front of a 4runner with a tacoma grille, hood and fenders which is supposed to be fairly bolt on, maybe you could do the same with a 4runner front. Might be more your taste when it is done.

second. I could be wrong but I am betting that a 00 or 99 front hood with grille and fenders would bolt on to the 01-04 models.
