What is this module / valve located on the what looks to be the water inlet on the 3FE Engine of the '92 80-Series. I've never noticed it until it had a little bit of blow-by show up on the hose above it.

That is the Bi-Metal Vacuum Switching Valve (BVSV). As near as I can tell by looking at vacuum diagrams, it opens and closes the valve to the charcoal canister based on engine temperature.
 
I concur with that... I had to look it up the first time I noticed it also
 
how important is the BVSV? I was redoing my vacuum lines over the weekend and noticed that I just have the remnants of one. The PO had "redone" the vacuum lines and complete messed them all up; I'm surprised it ran as well as it did! and since this piece is missing I just "jumpered" the vacuum pipes there to eachother.
