Washer Fluid reservoir

Ok, I have a strange question. I went to fill the washer fluid the other day on my 2000 LC. I noticed a yellow piece of foam inside the filler neck. It was approx 1/4" x 1/4" x 4-5" long.

Is this supposed to be in here??? Or did the previous owner have sneaky kids?

That is to tell you when the level is low...it floats, so if it is at the top of the bottle..the bottle is full...

I figured that, just had never seen one on a vehicle before. I guess it is 'cuz of the long neck! Not that mine ever moved when I filled it, it was just kinda crammed inside there.
