TPS adjustment - 5V?

1996 JDM HDJ81 1HD-FT

When the directions say apply 5V, what is the power source? Is this a multi-meter function that I’m unaware of? The FSM makes the battery look like a 9Volt. Best I’ve come up with so far is to build some resistors to put on a 5V but i hope the solution is simpler than that.

you can get adjustable dc current supply boxes, I got one for electroplating zinc onto bolts n stuff.
0-30v, 0-whatever amps.
No idea if you really need it though.
