ASR has these (JIS) listed for general sale; they used to be available from Toyota (they have Toyota part numbers), nut since Toyota gave the tool contract to Snap-On, they went the way of the Dodo:

You can buy the set, or buy them individually. I have the biggest (100-mm) and smallest (it's the cat's ass for removing the 80 series cowl panel screws!).

I can't get these in Australia, unfortunately. Is the smallest one at the top the one you reckon is used for the IAC removal?

I can purchase the JIS bits and a similar stubby driver though. If that's what's going to allow me to remove this without removing the TB, then I'm happy to purchase.

Yep. Try searching for Vessel JIS screwdrivers. That's who Toyota buys them from.
 
Thanks for posting. I ordered a set and got them today. I only had one Vessel Impacta JIS screwdriver and really like it. Amazon has a bunch of Vessel screwdrivers to choose from at pretty good prices. I just HAD to have this Toyota set for my off road kit.
 
I gave in to my inner demon...I got the JIS (+) years ago, and and ASR mailed the (-) set to me Saturday. The Craftsman screwdrivers I've had for decades have been demoted to a lower toolbox drawer.
 
^ for flat blades you can't go much better than a gunsmith kit with all sorts of widths and thicknesses. It is so nice to be able to have the blade fit any size screw without slop and likely cam-out. And much less chance of marring the screw and surroundings. I have a Brownells set that has served me very well over many years.
