Tailgate won"t unlock... Any ideas?

For some reason the tailgate on our 95 4runner will not unlock. The window goes all the way down but the latch won"t pop up.

Anyone have this prob? Any ideas?

Seems like its going to be one of those simple should've thought of that fixes...
