tailgate rust holes

I have a couple of rust holes on the tailgate, right at the bottom, near the seam, really hard to get to on the inside. The rust appears to be in the seam as well. A new tailgate would be nice, may be worth the cash in the long run, but I suspect I'll be chasing body rust for the remainder of this trucks life. Any recommendations on how to repair these? or at least keep the rust at bay for as long as possible?

I have a similar issue on my Pig's tailgate. I'll eventually acquire a better tailgate but for the time being I'm going to sand, degrease, etch and POR small areas and I'll cut out rust and weld in new in large areas.
 
On my 40, the lower doors had some rust on the inside. They already had some drilled holes, so I filled them with some pea gravel and shook them to loosen up all the rust. I then blew them out with compressed air and a vacuum. The next step was to fill the inside with zero rust prep step. I did this a couple of times and flushed it all out. I let dry and then poured some thinned zero rust inside. I shook and turned the doors to make sure I got the inside coated.

For holes or other rust damage, cut and welding is the best.
