VZJ95 with AAC.
All of a sudden it started to get chilly in the cab. No heat ?? W.F?
Not cool with minus 10 temps.
Heard a clicking sound and thought that it was a relay that had gone wild.
Turned out to be a servo motor that had given up. Tooth of plastic gears worn down.
No fun to change this one.
Hidden behind the center console under the heater on the right side.
Good to go for another 25 years after replaced it with a new one.

Looks very similar to the what is in 3rd gen 4runner. I just fixed my daughter’s last weekendz Was doing same thing as yours.

I opened the motor up and flipped that gear 180° to a fresh spot. 5min job and works like a champ. Make sure you lube up the cable that runs to EGR heater valve and the pivot points under the dash or you could wear out the new one in short order. Had that happen to me years ago with another 3rd gen.

Those gears look like new compared to what i found. No teeth left on the contact side on the big sprocket . Even the little sprocket looked tired.
I allready ordered a new one before i took the old one out. It was a no brainer to buy a new OEM that would probably last out the car ;) .
The cable runs smooth , tested that one with hand power when i turned on the heat manually temperarily . Don't like ice on inside windscreen :) .

The reason the gear is worn may be because the cable is starting to seize up from corrosion. I had the same problem (heater not working properly) in my Hilux Surf (4Runner in the US) and the heater cable was stiff. Luckily I could buy a new one.
