Steering Wheel Ground Location

I have been searching the forums all night but can’t find where or how the center steering shaft that is splined gets grounded. My horn doesn’t work and after replacing the brass plunger and checking continuity and voltage etc I’ve traced it back to the actual steering wheel isn’t grounded so when I push the horn buttons I’m not supplying a path to ground. The bolts that hold the steering column to the firewall are grounded and my steering gearbox bolts have ground. I have read where the 40 series has a “rag joint” that supplies ground to the shaft but can’t find where the 60 series has something similar. Anyone have any ideas? 1983 FJ60 with 2F. Thanks!
 
I don’t know where the original ground location for the shaft is but I assume there is one. I finally just found a bolt on the column that doesn’t move when the wheel turns and also had continuity with the shaft. Then I grounded that bolt and therefore the shaft and the horn works again.
