I've seen multiple threads concerning these, mostly about where to find replacements. I picked up a used one the other day but cant seem to figure out how to install it without first removing the cruise control arm. I was able to remove the bottom portion of the old clamshell, but I wasnt as concerned with cracking an already broken piece

Any tips would be appreciated

Make sure it's the right one. Not all 80's had cruise control. I bought one and ran into that issue

I should've specified, it does have the cutout for the cruise control arm. Challenge I'm having is this: slide it over the arm first and I'm stuck trying to get the end closest to the dash tucked underneath, by about 2 inches. Install the lower portion first, and I'm stuck trying to force the cruise control arm into the cutout.

Sorry - it's much harder to describe than to demonstrate
 
I would fit both pieces over the column loose, screw them together before mounting the bottom section to the column.
 
Figured it out. Had to loosen and partially remove the lower panel in order to slide the bottom clamshell piece into position .
