Speedometer broken, cable or cluster?

When you drive it goes all the way to the right. I have had the bounce before and it was only a cable. What's your opinion?

If the cable was broken, it wouldn't work at all. I'd guess the sending unit or the speedo itself--more likely the speedo though.
