Shipping a modified vehicle with personal items inside

I've seen this quote or quotes like it on several auto transporters sites:

The US Department of Transportation prohibits the carrying of personal items on a truck licensed only for carrying automobiles. By violating this federal law, the company Shipping your vehicle can be fined up to $10,000.

Is it possible to get a vehicle (FJ60) shipped that's loaded with tools, spare parts and camping gear, the usual stuff you take on a trail ride?
Also if it has a soft top, 37" tires, but is under 7' tall?
