From the looks of the cars and location I'd say its somewhere in the UAE or dubai area...

Tells you to never stand up in the sun-roof during high-speed "training"...
And for location, I'd say Algeria. Yellow license plates and Arabic spoken. Pretty high coastal range in the background. This is late in the afternoon, looking East (follow the shadows).
Algeria BTW was the first country where I encountered - and fell in love with - the LC. It was a 1991 model 80 series with a straight-six diesel. Pekka had bought it in Denmark (the cheapest car prices in Europe - IF you export them out of the country) after having "been" totaled in his Volvo 245 wagon.
Riding the LC on the country's road really made me feel like a "king". It was larger than anything else out there (part from "le camions").

what a waste you can tell the driver panicked sp. hopefully they all learned something
