Errrr - the heck am I missing here?

I removed the 3 screws and thought that inner piece would pop off and I could then access the screws that connect the top piece of the bow that attaches to the rain gutter.

NOPE 👎
When I got the top it had the rain gutter and bows attached so I was happy for all the parts but now I have the full top seal to install and I can get the darn bows off!

What in the heck am I missing?
I gave it a few convincing bumps but it’s on there solid. It appears to be a sliding channel? Is that correct? Either way it won’t move even with a good whack.

Please enlighten me!
