Non-chrome stock wheels?

Did they ever make 60 or 62 stock wheels that weren't chrome here in the states? I picked up a set that are white could've been painted but there is not an ounce of chrome on any layer, unless they sandblasted them first. thanks!

Those are late model FJ40 wheels. Same wheel, just painted.
