I'm thinking about painting my rock sliders and winch bar on my dark green 1990 toyota 4runner. What's the best way to go about that and any color suggestions?

The most durable and professional way is to powder coat. Take them off and have a powder coat company strip, coat, and bake in the oven.
Color comes down to your personal preference an whether you want the parts to blend in or stand out. If blending in, then staying a shade of black is best. If standing out, bright metallic silver contrasts very well. But it ultimately all comes down to you, and what you want to see everyday.
