Lx570 horn inop

2010 lx570. Horn working intermittent. Tried it while turning steering wheel, tilting wheel. Sometimes it does work. When it wasn't working I tried all other functions on wheel such as cruise and tilt and radio buttons they were all ok. Fuses are fine. I disconnected the horn connector at the horn and the test light did not light up when pressing horn pad. Panic alarm on key sounds the horns no problem during the time that the horn isn't working. I feel no moisture on the floors and firewall.

This - it looks like problem with the horn circuits. Try to test closer to the horn pad than the horn. It might be the horn switch itself or the wires from the switch to the steering column harness.
