Guys this is a newbie type question. So please don't laugh!

Is the ring on the m416 trailer meant to rotate? Mine doesn't but looks like it could or should.

Yes it should rotate 360 degrees.
The nut at the back might be too tight. There is a spring also on the end of the shaft before the nut & there are two grease fittings also.
Try slipping a cheater bar through the loop and try to turn it.

It probably hasn't been turned in a long time. All that grease etc is hard . Take it apart and clean it making sure the grease fitting works , shoot grease through it , put it back together and set spring to tension you like and grease . You should be good to go.

When the lunette is adjusted according to the tech manual, it is hard to turn. If you clean it like Big Dady suggests and reinstall per the manual, it should be good. Look at posts 3 and 4 of my trailer build. They show the lunette being taken apart.

It should not turn freely by hand. The proper tension would require a crowbar or length of pipe to turn it.

The purpose is not to provide for articulation, but to prevent damage to the towing vehicle if the trailer articulates too far or flips over.
