You can get there via Dead Indian. No idea on the condition of the road, but I suspect it see's a decent amount of traffic and is prolly pretty well maintained. It is a shorter distance from that side, but Dead Indian is pretty slow compared to 140.
You can wheel almost all the way there. There is a bit of a hike, about 15 minutes.
I don't think the Forest Service is down at the lake too much, so you could try your mice trick.
There is a little aluminum boat, has some oars underneath it. It does have an ORS sticker on it (not sure they're even needed for something that small with no motor). Not sure who it belongs to, but I'd imagine if no one else was there they wouldn't mind you using it. It might be the Forest Service's as it does have some green paint on it.
Of course since you can just about cast across the lake (and can hit any part of the lake with a bit of hiking around the bank) a boat is kinda unnecessary.....
