That's the classic car rule, but I thought it was like 25 or 30 yrs in the US and only around 11-15 yrs in Canada. Anyways, it would be tough finding a LC that old overseas that's in good running condition, and if it's as little as 20 yrs, you'd only be able to import a FJ/BJ60 or older. The airbag thing is for '97 or later vehicles, I believe, but headlights apply to all vehicles. Then there's the windows. I read an article yesterday saying Toyota and other automakers (maybe through the WTO) were trying to get countries to reduce the auto regulations to control imports (not only quotas, but individual rules that apply to only one country/region, like DOT headlamps vs e-codes). This would probably make it easier to import an international spec vehicle, but I wouldn't count on it happening any time soon.
