That's the classic car rule, but I thought it was like 25 or 30 yrs in the US and only around 11-15 yrs in Canada. Anyways, it would be tough finding a LC that old overseas that's in good running condition, and if it's as little as 20 yrs, you'd only be able to import a FJ/BJ60 or older. The airbag thing is for '97 or later vehicles, I believe, but headlights apply to all vehicles. Then there's the windows. I read an article yesterday saying Toyota and other automakers (maybe through the WTO) were trying to get countries to reduce the auto regulations to control imports (not only quotas, but individual rules that apply to only one country/region, like DOT headlamps vs e-codes). This would probably make it easier to import an international spec vehicle, but I wouldn't count on it happening any time soon.

I guess I'm not the only one that found that these rules were not clear as could be.

Yes, a manufacturer can claim a hardship on testing and safety if they do not have significant sales volume. Reading through the DOT CFRs many years ago I thought it was like 10k units and under, so it may be # of units and not revenue share. Lotus for instance, how much $ can they really afford on crash testing?
 
Photo of LC-Turbo from Qatar just goes to show how SAFE the LC really is. If you ignore the front windshield glass, which I would bet was punched in after the fact, the body of the vehicle is intact around the passengers. That is the key in an accident, and is how the occupants can escape what would be death in another vehicle. Kudos to Toyota for the contstruction of our road-beasts!!!
