IMG tag not displaying correctly?

Okay, so I put in the requisite img open/close tag between square brackets for this url:

http://xepoch.com/mud/resize.cgi?url=http://www.phoenixvis.net/images/photos-large/came1large.jpg

Which is a perfectly acceptable image, but the image tag displays this as a link? not an inline image. Additionally, any URL escaping such as the percent-2-f gets interpolated on message sumbittal so there's no way to send URL-encoded parameters to a link?

cgi-resize won't display, I guess....no clue

The forum software must puke on HTTP parameters, when I configure the resizor to use PATH_INFO information, it's no longer an issue, example:

http://xepoch.com/mud/resize.cgi/640/480/www.phoenixvis.net/images/photos-large/came1large.jpg

forum is setup to not allow http commands....
