Date: 01/02/2009 BLUERIBBON COALITION ACTION ALERT!

Dear BRC Action Alert Subscriber,

Idaho City Ranger District Releases Travel Plan Proposed Action

The Boise National Forest has released for public review and comment a Proposed Action for the future management of public motorized wheeled vehicle travel on about 159,522 acres (34 percent) of the Idaho City Ranger District that has not previously gone through a complete motorized route designation process.
These areas being reviewed include National Forest System lands in six separate portions of the Idaho City Ranger District.

All documents and maps for the Proposed Action are available on the Boise National Forest's website. This proposal focuses on changes within six of the eight "E" Travel Management Areas on the Ranger District.

Included in the documents, you will find the following:

1. A table that summarizes and compares the Current Situation and the Proposed Action in regards to the amount and type of motorized travel opportunities available and proposed. This is summarized within each and across all "E" Travel Management Areas.

2. Six maps which display the system of motorized routes that would result if the Proposed Action is implemented. These maps are titled "Idaho City Ranger District Travel Management Planning: Proposed Action Motor Vehicle Use in "E" Travel Management Area". Note that E Areas 4 and 5 are not included in these maps as no routes were proposed for consideration beyond the existing transportation system. (Larger scale maps are available on-line at the web address identified above)

3. Proposed Action tracking document that tracks each considered unauthorized road and trail segment identified on the accompanying maps and the decision and rationale made regarding its inclusion in the Proposed Action. Each segment on the accompanying maps is referenced by a unique segment number, which corresponds to the descriptions in the Proposed Action narrative document.

The Proposed Action describes the implementation of the Motor Vehicle Use Rule (MVUR) (36 CFR 261.13) of the Forest Service's Travel Management Rule (TMR). It proposes public, motorized wheeled vehicle travel on Forest Service designated routes throughout the entire 470,500 acres of the Idaho City Ranger District.

The Proposed Action was developed by considering public input received throughout this past summer and is based on a thorough knowledge of current motorized uses in each of the "E" Travel Management Areas. Each comment provided during public outreach was reviewed and suggested route designations were considered.

To aid public understanding and review of the Proposed Action, the Forest Service has scheduled two open house style public meetings in January, where Forest Service employees will be available to discuss the Proposed Action, provide detailed maps for your review, and address questions. The following are the details for each of the two open house meetings:

Tuesday, January 13, 2009 6:00-8:00 PM
Double Tree Riverside Inn
2900 Chinden Boulevard
Garden City, Idaho

Thursday, January 15, 2009 6:00-8:00 PM
Idaho City School Cafeteria
Idaho City, Idaho

Public comments on the Proposed Action are welcomed and encouraged. Comments will be most helpful if they identify the specific changes to the Proposed Action you believe are needed, why those changes should be made, and how such a change would better meet your interests. Please submit written comments by January 29, 2009.
