So i I got my engine rebuilt by Jim at 22reraceworks. And I love it and love the powder coat I just wish the toyota was silver. What would be the best way to strip the powder off the lettering only?

I think you might invite exposure to "stuff" to get under the powder coat if you strip or grind it off on the letters. Can you scuff it enough to hand paint some silver on the letters instead? Maybe with a sanding block?
Looks great like it is. Leave it alone and forget about it.
