How to paint new wheels?

I just purchased a set of new, OEM steel wheels for my FJ40. They are black, but I think I want to paint them white.

Would I just need to sand/scuff the black paint that's on them now, then paint. Or will primer be needed?

What type of paint would be best to use? Would it be possible to do a quality job with bomb cans (I have no painting equipment).

Or, maybe my best bet would be to have them powdercoated? But I want something I can touch up if it gets damaged when tires are mounted.

I want to do either cygnus white, or ivory shell white if I can.

My neighbor buys 2K paint in spray cans from NAPA. It has a compartment with the hardener in the can. You pop it and shake. It does a pretty good job and is WAY more durable than regular spray paint. He also top coats it with clear. (Also 2K in a can)

I don't know how much it cost. I would think you could get it from other sources as well.

As far as prep, I would read the can. I would think it would need to be degreased and scuffed up at least. Might need a light colored primer for white over black?
