Are you sure you aren't mistaking homeowners not covering water damage. Most homeowners insurance policies will cover water damage from busted pipes, lines, clogged ****ters, ect., but will not cover water damage from natural floods. Flood insurance is a separate policy which most people don't have. You should be in flood zone x which is a 100 year flood plain. If you have the separate FEMA flood policy, then you are getting your prostate checked and the doc has one hand on each shoulder by your insurance company.
