Help with new fan clutch (2 Viewers)

So of late my fj has been getting hot when slow speed offroading, especially in sand. It doesnt seem to have an issue at speed so naturally this lead me to the fan clutch. I replaced it with a brandnew one yesterday easy enough then took it down the beach and with in 20 minutes engine temps were 95°c and slowly climbing. This is on only a 2q°c day, This has only happened the last year, before hand ive never seen it or any of my toyotas do this.

My concern is even when the engine has been running at operating temp if i shut it off the fan still is very easy to turn just like the old one. Actually stiffer cold then after a drive. Couldnt upload video so there is a link below, any help would be appreciated

 
This is kind of a weird one but something similar that happened on my wife's 4Runner many years ago. Looking down into the radiator looked spotless. I always maintained the cooling system. But it was running hot. Fan clutch not kicking in. Replaced it, no improvement. New T-stat, same.
I finally noticed cold sections of the radiator. Outer ends were super hot but there were areas that I could touch with my hand. Turns out they had no water flow. This was back in the late 80's so I took it to a radiator shop to get rodded out. I assumed the radiator was clean but a high percentage of the tubes were plugged. The fan clutch worked after the radiator was clean. Just a thought. I hope you get yours figured out.
 
Thanks mate, it does seem as if its not getting hot enough. My other though was that i removed my splash guards as the aftermarket cooked headers cooked them to the point they got brittle. Ill check for cold spots on my break. Maybe time for a new radiator
 
My wife has an 08 FJ Cruiser with stock exhaust and the rubber/plastic splash shields all got brittle and fell apart. I replaced them with OEM ones and they have since fell apart. She's been driving without them and the fan clutch is working fine. No overheating so far. Good luck with your FJ.

To add, we live in hot AZ.
 
So after running a flush treatment through and and another thorough external flush im only seeing minor improvement in cooling. The radior can sit on 89°c for an hour and i can stop and turn it off and the fan still spins like that. It was sioting on 91 by the time i got to the top of our uphill driveway today as it was 35°c here. Stopped and checked again and it seemed like it was a lot stiffer so seems like the engine it needs to be at least 90 for it to filly engage the fan.

Any other options? Honestly close to chucking a rigid fan on and seeing if ot helps
