Afternoon all - was in the engine bay getting ready to change the positive battery cable and found this part and the broken hoses. The green should be connected and the red connects to a hard line on the firewall. Two important questions: (1) What is this part?! (2) Why is the truck still running flawlessly and does not (?) seem to have been impacted by this? I have no idea how long it’s been this way but will replace it tomorrow.

EVAP Canister hoses. One goes to Outer Vent Control Valve the other to the fuel tank.
I believe they vent your fuel tank and carburetor. You might notice your truck smell of fuel since they are not connected. Not sure if they would affect how it runs, just the emissions.
 
You may also want to test your EVAP canister before just replacing the hoses. If it has a stuck check valve, do the GM canister fix. Maybe someone along the years of the truck's existence cut the hoses to prevent gas tank pressure build up, which could happen again if you just reconnect the hoses and there is a stuck check valve that you are unaware of.

Is the check valve within the canister or was it a separate item in line with the hose?
 
if you valve is bad, and your gas cap whooshes when you open it, as a temporary measure you can reverse the hoses to the canister to bypass the bad valve.
