If they find ANY rust perforation in the frame/unibody it isn't going to happen! I've received a card from the ICBC Safety Nazis for rust perforation and he was attacking the floor with a screwdriver (after he found EVERYTHING else passed)! The result was either get inspected AND pass within 2 weeks or the vehicle is OFF the road permanently. I'd do my own inspection first and if there is questionable areas he might be best to part it out and save his money. I ended up selling the vehicle and having the buyer sign that he was aware that it was not licencable again before he drove off.

How badly does he want it registered?
 
I think the van area has the worst of the inspectors. Come north and things seem more lax.

What I hate with OOP insp is the fact I had to change my windshield. Fawkin BC, they use 10mm gravel on the roads. AH duh I got a cracked windshield. They need to relax the OPP insps a bit.

There is indepndent garages in more rural areas that may pass a beater.

With in reason. Its gotta be safe.

I completely agree. I think there is some windshield shop lobby group that gives huge kickbacks to the inspectors for every windshield they flag as needing replacement. I can see the need for having good visibility but it’s just ridiculous how anal they are.
