Give me speed

I bought a 1971 fj40 with a 4 speed. At 50-55mph it sounds like it is wound up. 1st gear maxes out at about 2 mph. I'm not into rock climbing. What can I do to increase the upper end speed without spending a fortune?

For real though, is the transfer case in high?
