If what you describe isn't exaggerated, it sounds like it's stuck in low range. Have you tried shifting the transfercase at all? How did it compare? Is this the first fj40 you've driven? Looks south American.
You didn't state what tire size is so I used 29".

The shifter does look like it’s in high 4wd… if it’s stuck… try backing up a bit … sometimes even bump it in reverse while pushing forward on the TC shifter… they do bind at times
Perhaps somewhere along the line, gears were changed. You should verify manually.
