Getting to washer fluid reservoir?

To get to the washer fluid reservoir and pumps, does one remove the black plastic piece sitting in the front USDS wheel well? If not, what's the best way?

Yes, remove that one panel and all will be revealed.

Either both pumps are shot or water is present and the whole thing is frozen, but I'm real sick of stopping on the road throwing dirty snow on the windshield so I don't kill anyone...
