fuel getting into HAC

stock '84 fj60 (at sea level). When checking the HAC I notice that fuel droplets (?) are getting into it from one of the hoses (I think from the upper left hose when viewed from the carburetor). Also when idling, the vent hose actually pulls a vacuum. All the vacuum hoses appear connected correctly and the filter in the base of the HAC is clean. Any ideas on what's going on and how to fix is greatly appreciated. Thanks, Chuck
