Anyone know if that lamp housing is vented?

I noticed in traffic this morning that my fog lights were flickering on and off. My front driver side blinker also has not been working for a month or so. I've looked at the blinker a bit but didn't get it resolved. The bulb is good as I can swap it out for the front passenger side (which functions correctly) and the bulb will light up on that side only. I've checked for blown fuses and they are all okay.
Is it safe to assume that these two issues are related? I have a test light but haven't ever really used it and also have a multi-meter that is underutilized as well. I think from earlier in this thread that perhaps I need to look for a bad ground wire somewhere on the frame? Maybe its dirty or rusty and that is whats causing the issue. Is this correct? If I was able to find something like that and were to cleanup the area with a wire brush perhaps it would resolve the problem. Anyone know what area to look at for this ground?
