fj80 land cruiser 4 holes in rear bumper fix

Just picked up a 97 landcruiser and the 4 holes on the rear bumper for towing i guess ? (there above the hitch) are rusted and are starting to peel off, is there a fix for this ? any help is appreciated
 
Do a search for "pintle hitch".

Dont know what you mean by peeling off, but you may need to clean the threads with a tap.

around the 4 holes the threading is starting to flake with rust, dont know if sanding and then painting it would be a good idea then putting plugs into the holes so it wont happen again in the future or if theres a certain sealer possibly ?
 
Lots of info on search on the four holes. That rear "bumper" section with the four holes is actually a frame member. If you have some rust I suggest you wire wheel the whole thing (clean threads too) to bare metal, prime (or even better, rust bullet or POR 15), then repaint. If you simply plug the 4 holes your might promote more rust, unless you properly seal (such as loctite thread sealer or anti-seize) whatever you thread in there. Most guys leave the 4 holes empty and treat rust as above.

FWIW I believe the bottom 2 are not threaded. Yes you can add a four bolt pintle tow hitch there. I would cleanup and just spary down with some anti rust paint/
