So I'm cutting the rust out of my left front fender and I want to weld a new piece of metal in. My question is do I make the piece the exact size as the opening or do I make it bigger and overlay it. Also do I roll the piece of metal under to make the lip or cut a separate piece for the lip. Rolling the lip properly has been a huge PITA so far.

Take old piece you cut out and use as template for the new.. Yes you want to roll under the lip like the original piece had. Look up "butt welding" on Youtube, you will want your gap to be as minimal as possible with not necessarily have them touching..

Word of advice, this is TACK welding. So do a tack weld, jump 4" and do another, so on down the line. By the time you get to the end your piece should be cool. To avoid blowing through, I would let it air cool (do not quench the steel with anything like a wet rag or what not) for a couple extra minutes and then start again.
