A couple of the properties my wife and I are looking at are in rural Pierce county, is emission testing required in the rural parts of the county?
 
These are the zip codes in Pierce that require emissions every two years for vehicles more than 5 but less than 25 years of age.

So, Washington has a rolling 25 year exemption? That is actually much better than Arizona.
 
Yep, and for your FJ40, you can get collector plates: WA State Licensing: Collector vehicle plates

These are good for the lifetime of the vehicle.

WA state is great for vehicles. I was able to register my Troopie without a single issue, to include the emissions test I got done yesterday. When I brought it up from AZ to title it, they charged me based on NADA values of a 1994 Land Cruiser, no questions asked.

I'm not sure, I just asked my buddy who has them on his FJ40. You don't have to show insurance at the Department of Licensing when you get plates, so I'm assuming you can carry whatever insurance you'd like on your vehicle.

I do know that the plates are $35 and never need to be renewed. Also, you've only got to display a rear plate, which is nice.

You can also get "Horseless Carriage" plates for vehicles over 40 years old.

Either way the stipulations associated with them leave you pretty open to operate the vehicle. They don't want you to have collectors plates on your daily driver, but there is no actual mileage limit, so there's no way to enforce it unless you are using the plates on a vehicle for commercial purposes.

As for collector plates this will give you all the details but you do not have to get collector insurance. However there are some limitations as to how and where and when you may drive your vehicle.

Thanks for the links and info. Collectors plates are a pita here in Arizona. Of course so is the fact that we don't have a rolling exemption for emissions.
