Hello 4x4 Lovers,*

A new deposit system will go into place on Monday (March 5) for 4x4 users who wish to obtain a key for the gate to the Eagle Mountain trails (top of Parkway and Plateau Blvd).* There will be a sign posted at the gate which says the lock has been changed and a deposit is now required to obtain a new key.

Please go to the Animal Shelter (500 Mariner Way) to pay the $50 deposit. The Animal shelter will verify payment on an Agreement form which you will take next door to the Public Works Yard Reception. Reception will have the you fill out the form and provide ID and registration before giving you a key. They are open Mon - Fri from 8am - 4pm.

I regret having to make these changes.* The gate has been left open and the lock taken or discarded numerous times. A City water reservoir is located behind the gate and an open gate puts both the infrastructure and public safety at risk. There are also increasing costs to maintain this program for lock replacement, key cutting and staff time to attend to the gate issues.

Before I get any feedback telling me that it is only the irresponsible people that do this, please consider that only a 4x4 user with a signed out key could have opened the lock and left it unlocked or taken it. Each of you with a key signed a waiver which stated you would be responsible for your activity in the area, including the locking of the gate behind you.** When you choose to leave the gate unlocked, you put your own access to this area and this entire program at risk of termination.*

Pretty succinctly put.

Make it $100. anyone caught in there without proof of payment gets their vehicle impounded and make it hurt the wallet severely.

So they never gave out keys to quad or other groups??

Unfortunantly the statement about a few bad apples is far from the truth IMO. Every time I go out I see questionable activities and things that make all of us look bad. This key program if nothing else is showing just how poor our "community" is at self enforcement and control.

Every dip s*** and there grandma with a 4x4 is considered part of the wheeling community as soon as they hit the FSR. Key programs do not limit it to just the good ones, anyone can get a key so there is no deturent to the destructive or "bad apple" activities. From the sounds of it lots of municipalities are watching this litmus test, so far I wonder what they think?

Not trying to get down on the whole thing I think its all we can really do but remember every greenie out there that sees a SUV or truck on the road and thinks they are part of the "Community" there is no way we can teach everyone how to be responsible with out some kind of enforcement.

A program like the Oregon HOV program would be great it also pays for the enforcement, education and maintenance of the areas.

I am not a supporter of enforcement but what else gets people to straighten out? I wish people would just be responsible and understand the factors and issues involved.
 
Let's put this in perspective.

Eagle was shut down to legal wheeling for 10 years, more or less. We have 2 fairly successful years under our belts. The deposit that is now happening was recommended at the beginning but the city didn't have a procedure in place to deal with money. Now they do.

I met with Melony in January and recommended that the lock be tethered to the gate, to eliminate the locks disappearing. This is the primary problem.

Other issues can be addressed by self policing, it telling idiots to stay out of the 'bypass'.

All in all, it's going really well.

Having said all that I did I do just sit at home web wheeling now. I have only been to Eagle the one time so I have no real idea what the issues are there. My comments where more general than focused on Eagle I guess. No doubt with out the key program there the area would be totally locked down and not usable any longer.

What would maybe be an idea is for the key program to be a time based thing, a key is given out (with $50 deposit) for a week or set time so they can have a time line and list of users. Then there is a way to track use and accountability. If the lock goes missing in the time that you have the key then everyone with a key out at that time for fits there deposit.
 
I agree that it's a good idea. I plan on getting a key next week.

SO....WHO WANTS TO GO WHEELING ON MARCH 24?!?!
