Devil’s Tap? (1 Viewer)

Can anybody help me identify this blue / black wire I found sitting over the passenger wheel well in my BJ40? It’s currently disconnected with seemingly no effect? Is it the infamous “devils tap” to create 12 V headlight circuits?

it is not factory, so no one would know unless you trace it from where it begins.
