Cruiser won't idle, need some ideas

I had to replace the secondary slow cut valve on my 85 fj60 because it was leaking gas and wouldn't idle. I bought a used one, put it on and it idled great for about 10 minutes so I drove it a couple miles then let it sit and idle another 10 minutes. Thought the problem was fixed until the next morning when I cranked it up and it wouldn't idle.

I let it sit for about a month and a half because I didn't have time to work on it until today. Had to jump the battery and it does the same thing as before, runs great when I give it gas, but whenever I let up, it dies. I noticed it was smoking from a metal pipe running back towards the engine area (the pipe looks like its supposed to be connected to another hose about 8 inches away, but that section is missing....I'm guessing this returns exhaust to be run back through the engine???) and it has never smoked there before.

I got out my Haynes manual and it says take off air filter and check accelerator pump operation. It says operate throttle and I should see a stream of gas in the carb, but I did that and smoke just came out.

I know this is long, but I didn't find anything searching and I'm going crazy trying to find out what is wrong with this thing and how to fix it. Any ideas would be great and I appreciate the help in advance.
 
The accelerator pump is used to give you more gas when you accelerate, but doesn't do anything for idle. I think the pipe you are describing is the pipe that should be connected to the hose that comes from the PCV valve. The PCV valve is located on the distributor side on the engine towards the back. There is a hose that runs from the top of the valve around the back of the air cleaner to a pipe that connects into the intake manifold below the carburetor. At idle (high intake vacuum) the PCV valve is closed, letting only a little air in. If the hose is disconnected and the pipe open, you'll be pulling too much air into the intake manifold, the air fuel mixture will be too lean and the truck won't idle. The pipe that the PCV hose connects to is circled in red in the schematic below.

Is the smoke coming out of the carb when I manually do the throttle normal? This is after I ran it for a few minutes trying to get it to idle.
 
when the engine is operating properly air is sucked into the carburetor. Smoke should not come out.
 
Sorry, I should have clarified that the engine was not running when I manually opened it and smoke came out.
