I have a 99 model and was wondering if I can buy and install the Child Restraint System found on the 2001 and later?
 
I have a 2000 and would be interested in refitting to the latch as well. Is there a toyota part number? Can it be added to the existing fold and tumble seat?

you'll probably have to ask him directly. He hasn't graduated to the 100 section yet... so we don't see him much around these parts (yet).... :D

I assume you mean LATCH/ISOFIX, and from what I can see, it is built into the second row seats, but it looks like the seats just bolt to the floor in the normal way. So you would need replacement seats. IMHO, not worth the cost, as using the regular seatbelt is a perfectly safe way to secure the child seat, and may in fact be safer than LATCH based on some recent reports. The only advantage of LATCH is that it is easier and more convenient, and harder to screw up for most people who have no clue how to properly secure a child seat. Personally, I use LATCH in the center position for our daughter, but I also use the center belt for double security. In our SAAB, arguably the safest sedan on the road, there are only LATCH anchors in the outboard positions, but I wanted the child seat in the middle, so I just used the center seatbelt to secure the child seat, and don't give it another thought.
